Take a heating saucepan, add oil, garlic, celery and ginger and mix it well. To this, add chilli paste and stir. Further add, garam masala, soy sauce water, black pepper and salt.
Take a bowl, and add refined flour, water and oil. Knead the dough and keep it aside.

Grab a rolling pin and board, get the dough and make it into a round shape and add the stuffing made earlier. Shape the momos and place it on the steamer to get it cooked!
